    A BILL TO AMEND SECTION 56-1-748, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF A SPECIAL RESTRICTED DRIVER'S LICENSE, SO AS TO CORRECT A REFERENCE; AND TO AMEND SECTION 56-5-750, AS AMENDED, RELATING TO THE FAILURE TO STOP A MOTOR VEHICLE WHEN SIGNALED BY LAW ENFORCEMENT, SO AS TO REVISE AND PROVIDE FOR INCREASED PENALTIES, ELIMINATE THE ABILITY TO EXPUNGE A CONVICTION FOR A FIRST OFFENSE, AND MAKE A CONFORMING CHANGE.
