    A Bill to amend Section 59-26-20, as amended, Code of Laws of South Carolina, 1976, relating to the duties of the State Board of Education and the Commission on Higher Education under the provisions of law on training, certification, and evaluation of public educators, so as to allow the State Superintendent of Education to make an exception to the Basic Skills Examination passing requirements for proposed teachers of special education under certain conditions.
