    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 56-3-1920 so as to provide that an agency, organization, or facility that transports a handicapped or disabled person may obtain a special license tag for a vehicle designed to transport a handicapped or disabled person and that the agency, organization, or facility does not need to provide a certificate from a licensed physician; and to amend Section 56-3-1960, relating to free parking for handicapped persons, so as to provide for the issuance of a placard to an agency, organization, or facility that transports a handicapped or disabled person.
