A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 61-9-312 so as to provide for a special version of a retail beer and wine permit for off-premises consumption only with no restrictions on the days or hours of sales; and to require the Alcoholic Beverage Control Commission to prorate the special retail permit fee provided in Section 61-9-312 for the 1993-94 license year.
