    A Bill to amend Section 24-23-30, Code of Laws of South Carolina, 1976, relating to the requirements of a community corrections plan, so as to require that sixty percent of the funds expended by the Department of Corrections for rehabilitation programs must be used to rehabilitate youthful and first offenders.
