A Bill to designate Sections 23-15-20 through 23-15-130, Code of Laws of South Carolina, 1976, as Article 1 of Chapter 15 of Title 23 to be entitled "General Provisions"; to amend the 1976 Code by adding Article 3 to Chapter 15 of Title 23 so as to require a minimum annual salary for each sheriff in this State according to the population of the county in which he is elected, to provide that the minimum salaries be increased for sheriffs having completed a four-year term of office under certain conditions, to provide that a sheriff shall receive a salary supplement if he has the responsibility for the supervision and maintenance of the county jail, provide that the provisions of this Act may not be construed to reduce the salary of any sheriff in office on January 1, 1985, and provide that the provisions of this Act prevail when they conflict with other statutes which affect the compensation of sheriffs.
