    A BILL TO AMEND SECTION 56-5-5670, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DUTIES OF A DEMOLISHER, A METALS RECYCLER, AND A PERSON WHO DISPOSES OF A VEHICLE TO A DEMOLISHER OR METALS RECYCLER, SO AS TO REVISE THE PROVISION THAT ESTABLISHES THE CONDITION OF A VEHICLE THAT MAY BE DISPOSED TO A DEMOLISHER, OR SECONDARY METALS RECYCLER WITHOUT TITLE CERTIFICATE, MAGISTRATE'S ORDER OF SALE, OR SHERIFF'S DISPOSAL AUTHORITY CERTIFICATE.
