A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-5-6245 SO AS TO PROVIDE THAT A MOTOR VEHICLE DRIVEN BY A PERSON WHO IS NOT A LICENSED DRIVER, WHOSE LICENSE TO DRIVE HAS BEEN CANCELED, SUSPENDED, OR REVOKED, OR WHO IS UNINSURED, MUST BE IMPOUNDED, TO PROVIDE THAT THE IMPOUNDMENT COSTS MUST BE BORNE BY THE DRIVER, AND TO PROVIDE THAT THIS PROVISION DOES NOT APPLY TO VEHICLES OWNED BY RENTAL CAR COMPANIES.
