    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 38-77-285 SO AS TO REQUIRE ALL AUTOMOBILE INSURANCE POLICIES TO INCLUDE A CERTAIN AMOUNT OF COVERAGE FOR TOWING AN AUTOMOBILE THAT IS ABANDONED OR ORDERED TOWED BY LAW ENFORCEMENT.
