    A Bill to amend Section 59-21-130, Code of Laws of South Carolina, 1976, relating to disbursement of state aid for schools to counties, so as to provide that the State Superintendent of Education shall initiate the disbursement by presenting vouchers to the Comptroller General; and to amend the 1976 Code by adding Section 59-69-215 so as to provide that the County Treasurer shall disburse funds on hand to any school district at the request of the governing body of such district with concurrence of the county governing body for operation of the school district and to provide for the investment of such funds.-at
