    A Bill to amend Section 56-3-840, Code of Laws of South Carolina, 1976, relating to motor vehicles and delinquent registration and license penalties, so as to provide for the waiver of the delinquency penalty fee of five dollars in cases where the owner demonstrates that his personal illness was the cause of his failure to register and license the vehicle and pay the specified fees or renewal when required.
