A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 30-5-245 so as to provide that a person subdividing real property into five or more lots onto which residential homes or commercial buildings may be constructed shall meet certain requirements relating to the drainage of excess water accumulating before these lots may be sold to another person, and to provide penalties for violations.
