    A BILL TO AMEND SECTION 61-4-100, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO CRIMINAL CHARGES BROUGHT AGAINST THE SELLER AND THE PURCHASER WHEN A PERSON IS CHARGED WITH THE UNLAWFUL SALE OF BEER OR WINE TO A MINOR, SO AS TO PROVIDE THAT IF A PERSON, EIGHTEEN YEARS OF AGE OR OLDER, BUT LESS THAN TWENTY-ONE PURCHASES THE BEER OR WINE AS PART OF A LAW ENFORCEMENT INVESTIGATION, THIS SECTION DOES NOT REQUIRE THAT PERSON TO BE CHARGED WITH THE UNLAWFUL PURCHASE.
