    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 57-25-20 so as to prohibit the placing of a flashing light sign or a portable sign commonly known as a port-a-sign within fifteen feet of the right-of-way of any highway, road, or street and to provide penalties.
