    A BILL TO AMEND SECTION 38-53-10, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEFINITIONS ASSOCIATED WITH THE PROVISIONS RELATING TO BAIL BONDSMEN AND RUNNERS, SO AS TO REVISE THE DEFINITION OF RUNNER AND TO FURTHER PROVIDE THAT RUNNERS MAY EXECUTE BONDS ON BEHALF OF A LICENSED BONDSMAN WHEN A POWER OF ATTORNEY HAS BEEN RECORDED; AND TO AMEND SECTION 38-53-200, AS AMENDED, RELATING TO THE SIGNING OF BONDS, SO AS TO PROVIDE THAT A PROFESSIONAL OR SURETY BONDSMAN MAY NOT GIVE POWER OF ATTORNEY TO, OR AUTHORIZE A PERSON TO COUNTERSIGN HIS NAME TO BONDS UNLESS THE AUTHORIZED PERSON IS A LICENSED BONDSMAN OR RUNNER EMPLOYED BY THE BONDSMAN GIVING POWER OF ATTORNEY, AND TO DELETE THE ONLY REQUIREMENT THAT POWERS OF ATTORNEY AND REVOCATIONS OF POWERS OF ATTORNEY ISSUED BY AN INSURER APPOINTING SURETY BONDSMEN BE FILED WITH THE CLERK OF COURT; AND BY ADDING SECTION 38-53-102 SO AS TO PROVIDE THAT THE LICENSE OF A BAIL BONDSMAN, HIS ASSOCIATES, AFFILIATES, OR RUNNERS WHO REFER DEFENDANTS TO A PARTICULAR ATTORNEY OR LAW FIRM MUST BE SUSPENDED.-AMENDED TITLE
