    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 6-1-180 SO AS TO PROVIDE THAT A SPECIAL PURPOSE DISTRICT WHOSE GOVERNING BOARD IS UNELECTED SHALL SUBMIT ALL PROPOSALS TO ADOPT, AMEND, OR REPEAL REGULATIONS TO THE GOVERNING BOARD'S APPOINTING AUTHORITY FOR APPROVAL BEFORE THE SPECIAL PURPOSE DISTRICT MAY TAKE OFFICIAL ACTION ON THE REGULATIONS.
