    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 38-77-365 so as to preclude any increase in automobile insurance premiums for first offense convictions of careless or negligent operation of a motor vehicle, in violation of any municipal ordinance, if the violation occurred prior to June 1, 1993, and to provide for the application of a credit against renewal premiums in the case of an insured whose automobile insurance premium has already increased.
