    A BILL TO AMEND SECTION 56-1-286, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE SUSPENSION OF A DRIVER'S LICENSE OR PERMIT, AND THE DENIAL OF ISSUANCE OF A DRIVER'S LICENSE OR PERMIT BY THE DEPARTMENT OF PUBLIC SAFETY TO A PERSON UNDER THE AGE OF TWENTY-ONE WHO DRIVES A MOTOR VEHICLE AND HAS AN ALCOHOL CONCENTRATION OF TWO ONE-HUNDREDTHS OF ONE PERCENT OR MORE, SO AS TO INCREASE THE FEE FOR A TEMPORARY ALCOHOL-RESTRICTED DRIVER'S LICENSE FROM TWENTY-FIVE DOLLARS TO ONE HUNDRED DOLLARS, TO PROVIDE THAT SEVENTY-FIVE DOLLARS OF THE FEE MUST BE RETAINED BY THE DEPARTMENT OF PUBLIC SAFETY, AND TO DELETE THE PROVISION THAT REQUIRES A PORTION OF THE FEE TO BE RETAINED BY THE DEPARTMENT FOR ADMINISTRATIVE COSTS ASSOCIATED WITH THE ISSUANCE OF A TEMPORARY ALCOHOL RESTRICTED DRIVER'S LICENSE.
