    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-96-75 so as to prohibit the Department of Health and Environmental Control from issuing a permit to construct a new solid waste recycling facility or expand an existing solid waste recycling facility to the governing body of any county where the county is currently being served by a similar facility owned by a private entity.
