    A JOINT RESOLUTION TO PROPOSE AN AMENDMENT TO SECTION 3, ARTICLE X OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO PROPERTY TAX EXEMPTIONS, SO AS TO AUTHORIZE POLITICAL SUBDIVISIONS OF THE STATE, INCLUDING SCHOOL DISTRICTS, WHICH IMPOSE PROPERTY TAX, TO EXEMPT ALL OR A PORTION OF THE FAIR MARKET VALUE OF A PRIVATE PASSENGER MOTOR VEHICLE AS DEFINED BY LAW OWNED OR LEASED BY A PERSON SIXTY-FIVE YEARS OF AGE OR OLDER, OR PERMANENTLY AND TOTALLY DISABLED, OR BLIND.
