A Bill to amend Chapter 17, Title 7, Code of Laws of South Carolina, 1976, relating to the canvassing and certification of election results, by adding Article 9 so as to provide that no governmental or political body authorized to hear election protests or appeals may uphold a protest if the total number of contested votes is insufficient to affect the result of the election.
