    A Joint Resolution to direct the South Carolina Department of Archives and History to establish the South Carolina African-American Heritage Council to assist and enhance the Department's efforts to preserve and promote historic properties reflecting the State's African-American heritage; to authorize the Department to provide staff assistance and funding for the Council; and to provide for the termination of the Council June 1, 1998.
