    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 12-21-385 so as to provide that a deed executed by a Master-in-Equity during a foreclosure proceeding is subject to the documentary stamp tax, and to provide that this tax must be paid by the party to whom the Master executes the deed.
