    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 14 to Title 48 so as to enact the "Stormwater Management and Sediment Reduction Act" and to provide civil and criminal penalties for violations; to repeal Chapter 13, Title 48 of the 1976 Code, relating to county sediment control programs, and to direct the South Carolina Land Resources Conservation Commission to promulgate regulations.
