    A Bill to amend Section 4-10-30, Code of Laws of South Carolina, 1976, relating to the local option one percent sales and use tax and the holding of a subsequent referendum if the tax was not approved at the initial referendum, so as to eliminate the authority of county council to call for a subsequent referendum and provide instead that the referendum can be called only upon the petition of fifteen percent of the registered voters of the county, provide that a referendum for this purpose must not be held more often than once in twenty-four, rather than twelve, months, and provide that the referendum must be held in a general election year.
