    A Bill to reenact Chapter 19 of Title 4, Code of Laws of South Carolina, 1976, so as to authorize counties to provide fire protection services and issue general obligation bonds without the necessity of holding an election for the purpose of providing fire protection within certain areas of the county, to prescribe the conditions under which the bonds may be issued and the purposes for which their proceeds may be expended, and to make provision for their repayment.
