A Concurrent Resolution to congratulate President Ronald Reagan on his recent decision to send a naval flotilla to the Gulf of Sidra, off the coast of Libya, to preserve the rights of all ships to navigate in international waters, and to commend the President on his "show of resolve" and contempt for Moammar Khadafy, the leader of Libya and the world's terrorist movement.
