    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 7-13-200 so as to provide that if a vacancy occurs in a local office in a county which elects its local officers it must be filled for the remainder of the unexpired term by appointment of the Governor upon the recommendation of a majority of the members of the county legislative delegation representing that county.
