    A Bill to amend Section 44-7-375, Code of Laws of South Carolina, 1976, relating to administrative review of decisions as to certificates of need by the Board of Health and Environmental Control, so as to provide for the Health and Human Services Finance Commission to make decisions as to the certificates instead of the Department of Health and Environmental Control.
