    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 47-5-65, so as to authorize the owner of any animal required to be inoculated against rabies to perform this inoculation himself, to allow an owner to purchase the necessary rabies vaccine over the counter if the vaccine is to be used for inoculating the owner's animal against rabies and to provide penalties for violation.
