    A Bill to provide that the assessed valuation of any territory proposed to be annexed by a municipality shall not exceed fifty-one percent of the assessed valuation of the municipality; to provide that the assessed valuation of the real property of any single freeholder shall not exceed twenty-five percent of the assessed valuation of the municipaltiy and to amend Section 5-3-150, Code of Laws of South Carolina, relating to annexation to a municipality by petition of seventy-five percent of the freeholders owning at least seventy-five percent of the assessed valuation of the real property of the area seeking annexation, so as to change seventy-five to fifty-one.
