    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 11-9-140 so as to require the State Auditor to audit the use of state funds totaling twenty thousand dollars or more directly appropriated for local capital improvement projects and to require, in addition to other remedies, full reimbursement plus interest to the State Treasury if the audit determines that funds were not used for the purpose for which they were appropriated.
