    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 137 to Title 59 so as to provide for early intervention programs for preschool-age handicapped children; to amend the 1976 Code by adding Section 59-21-610 so as to provide for the appropriation for the early intervention programs; and to amend Section 59-63-20, as amended, relating to pupils and age of school attendance, so as to provide that three-, four-, and five-year-old handicapped children may attend early intervention programs.
