    A Bill to amend Title 2, Code of Laws of South Carolina, 1976, by adding Chapter 16 so as to provide for the regulation of lobbyists and lobbying, to prohibit the expenditure of public funds for lobbying purposes, and to provide penalties for violations; and to repeal Chapter 17 of Title 2 relating to lobbyists and lobbying.
