A Bill to amend the Code of Laws of South Carolina, 1976, by adding Article 7 to Chapter 11, Title 11, so as to provide for a "zero-based" budget review of certain agencies, departments, commissions, boards, and institutions every eight years by a joint committee of the House of Representatives and the Senate, for committee membership and duties, for the scope of review, and for the establishment of a schedule of review.
