    A Bill to amend Section 12-54-460, as amended, Code of Laws of South Carolina, 1976, relating to set off delinquent debts owed state entities and the Internal Revenue Service, so as to provide that a claimant agency may add administrative expenses to delinquent debt balances and retain that amount not to exceed twenty-five dollars of each refund setoff.
