A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 10-1-120 so as to provide that before any land which has been donated to the State may be sold to any person it must be offered first to the county in which it is located, then to the municipality if it is within a municipality, and, if not accepted by either, then to each descendent not more than two generations removed from the donor, and, if not accepted by any of these, it may be sold in the discretion of the Budget and Control Board.
