    A Bill to amend Section 15-23-60, Code of Laws of South Carolina, 1976, relating to the manner of trying issues of law and fact so as to provide that issues of fact in civil actions at law in the court of common pleas, where the amount in controversy exclusive of interest and costs as determined by the court is ten thousand dollars or less, must be tried by the court without a jury.
