    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-39-101 SO AS TO PROVIDE THAT STUDENTS WHO SUCCESSFULLY COMPLETE TWELVE FULL YEARS OF ACADEMIC WORK AS SPECIFIED BY THE STATE BOARD OF EDUCATION BUT WHO DO NOT COMPLETE ALL UNITS REQUIRED FOR A HIGH SCHOOL DIPLOMA OR WHO DO NOT PASS ALL REQUIRED EXIT EXAMS SHALL BE AWARDED A SPECIAL DIPLOMA SIGNIFYING THESE ACHIEVEMENTS RATHER THAN RECEIVING A CERTIFICATE OF ATTENDANCE.
