    AN ACT TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 13-1-2030 SO AS TO CREATE THE "COORDINATING COUNCIL FOR WORKFORCE DEVELOPMENT" TO MEET CERTAIN CURRENT AND FUTURE WORKFORCE NEEDS, TO PROVIDE FOR THE MEMBERS OF THE COORDINATING COUNCIL, AND TO ESTABLISH THE DUTIES OF THE COUNCIL. - ratified title
