S 0419 General Bill, By R.C. Shealy
    A Bill to provide that state funds may not be appropriated or paid on the basis of race, and to provide that state funds appropriated in aid of health, education, welfare, and improvements may be distributed only on the basis of need, to require applicants to submit sworn statements of financial condition, to exempt merit scholarships and fellowships from the need criterion, and to provide that race may not be a factor in awarding merit scholarships and fellowships.
