    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 38-77-370 so as to provide that an automobile insurance carrier may not increase the automobile insurance premium of a person who is convicted of a traffic violation which does not expose a member of the public other than himself to a threat of property damage or bodily injury.
