    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 49-1-17 so as to prohibit the alteration of the flow of a navigable stream upstream of a hydroelectric generating facility without the written consent of the owner of the facility and to declare alterations made without consent a nuisance which may be abated.
