    A Bill to establish the Drug Elimination Commission and provide for its powers, duties, and functions; to require the Commissioner of the Department of Corrections to make available, upon request, his departmental staff to the Director of the Drug Elimination Commission for the purposes of carrying out the duties assigned to the Director; to provide that a person convicted of violating the illicit narcotic drugs and controlled substances laws of the State may receive no diminution by a judge of any court of the State of the penalties imposed upon the person for his violation or violations; to provide that no person accused of violating the illicit narcotic drugs and controlled substances laws may be allowed to engage in plea bargaining except to the extent permitted by this Act; to provide for penalties or punishment in addition to the penalties provided by law for violations of the illicit narcotic drugs and controlled substances laws for persons convicted for a first violation of any of these laws and for persons convicted for a second violation; to provide that the court having jurisdiction over a person convicted of violating the illicit narcotic drugs and controlled substances laws shall impose the maximum fines and terms of imprisonment provided by law, except as provided in this Act; to provide that no person charged with violating the illicit narcotic drugs and controlled substances laws may be released on bond or personal recognizance or to the custody of another pending trial; to provide for serving imprisonment in solitary confinement; to provide that no exception may be made for the prosecution and punishment of a person who violates the illicit narcotic drugs and controlled substances laws because of the person's age; to provide for doubled fines and terms of imprisonment under certain conditions or circumstances; to provide for imprisonment for life, without parole, under certain conditions or circumstances; to require the Drug Elimination Commission to provide by regulations for standards of dress for persons incarcerated in the drug correctional facilities provided for in this Act but provide for standard prison garb; to authorize the payment of one thousand dollars as a reward for information leading to the capture of a person who is charged with a violation of the illicit narcotic drugs and controlled substances laws and who conceals his whereabouts from law enforcement authorities after having been charged; to classify as an outlaw a person who has been convicted of violating the illicit narcotic drugs and controlled substances laws and who escapes from custody, place a state bounty of ten thousand dollars on his person, and require that the bounty be paid by the State to the person who produces the escapee, dead or alive, upon verification of identity; to provide for the establishment of a drug correctional facility in each Congressional District for the incarceration of all persons who violate the controlled substances and illicit narcotic drugs laws; to provide for the operation and administration of these drug correctional facilities; and to provide for funding for the establishment of the drug correctional facilities.
