A Bill to provide that over a period of three school years, beginning in the fall of 1994, state colleges, universities, and technical colleges shall increase tuition and fees for out-of-state undergraduate and graduate students to eliminate seventy-five, eighty-five, and then one hundred percent of the State General Fund subsidies to out-of-state students attending these institutions and to provide that the increase in revenue be used to lower the tuition and fees of in-state undergraduate and graduate students.
