    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 5-3-295 so as to provide that no municipality which is a provider of any utility service to landowners, freeholders, or residents outside the corporate limits of the municipality may require annexation, or an agreement to annex, as a condition for these persons to receive or continue receiving the utility service, or as a condition for taking steps to gain this service.
