    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 44-41-95 so as to prohibit the use of public funds and facilities for an abortion not necessary to save the life of the woman and to prohibit the use of public funds to encourage or counsel a woman to have an abortion not necessary to save her life and to provide a civil penalty.
