    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 20 to Title 44 so as to provide for the Mental Retardation and Related Disabilities Act by setting forth the organization and a system for the delivery of services, requirements for licensure and regulation of facilities and programs, and capital improvements for mental retardation; to repeal Chapter 19, Title 44 relating to the State Mental Retardation Department and Chapter 21, Title 44 relating to the care and commitment of mentally retarded persons.
