A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 6-1-60 so as to provide that a county or municipality imposing a user fee which is billed on an ad valorem tax notice may by ordinance provide that an unpaid user fee constitutes a lien on the taxable property which may be enforced and collected as property taxes are enforced and collected and this lien has the same priority as a tax lien.
