    A BILL TO AMEND SECTION 12-45-75, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AUTHORITY OF A COUNTY GOVERNING BODY TO PERMIT AD VALOREM TAXES ON REAL PROPERTY TO BE PAID IN QUARTERLY INSTALLMENTS AND THE AUTHORITY TO PERMIT DISCOUNTS ON SUCH TAXES PAID IN ADVANCE, SO AS TO AUTHORIZE A COUNTY GOVERNING BODY TO ALSO PERMIT THE PAYMENT OF AD VALOREM TAXES ON REAL PROPERTY IN MONTHLY INSTALLMENTS.
